The PACT Act Amendments & What They Mean for Vape Shops

Due to the recent amendment of the Prevent All Cigarette Trafficking Act to include noncombustibles, vape shops across the country are no longer able to ship their vaping products, effective March 28, 2021. More commonly known as the PACT Act, this legislation bars the United States Postal Service from accepting packages of vapor products for delivery, and many other courier services have jumped on the bandwagon.

FedEx announced that as of March 1, 2021, it has also begun prohibiting “electronic cigarettes, vaping liquids, and other vaping products in the FedEx global network.” UPS soon followed suit, informing Vaping360 that “UPS will not transport vaping products to, from, or within the United States due to the increased complexity to ship those products,” effective April 5, 2021.

These changes have hit many vape store owners hard, especially those whose sole means of distribution are online sales. The impact to the consumers is largely unknown, although many assumptions have been made that this amendment could result in many turning to traditional cigarettes, as they tend to be more readily available.

On a Positive Note

While these changes have certainly shaken up the vape industry, there are positive aspects that shouldn’t be overlooked. The biggest — you now have the opportunity to support your local vape shops! With their traditional appeal, these shops likely won’t see any shift in their operations.

Many who support this bill maintain that shipment restrictions bode well for less youth consumption of vapor products. According to a CDC study, only 6% of teens buy vapor products online, so while this theory doesn’t necessarily hold water, there will still be an impact.

Much of the issue currently is that brick-and-mortar shops, while conventional, aren’t available to all. Many rural communities are lacking a local vape shop, which could lead to an increase in smoking rates across the board. After all, cigarettes remain the most attainable product in the tobacco industry. Thankfully, this opens up business opportunities for rural communities, and we are hopeful that it is only a matter of time.

Support Local

Maybe you’ve never visited your local store — now is a perfect time to start. As retailers shift their focus to their local audience solely, this allows you to get to know the friendly faces and gives you opportunities to ask questions that help you make the most of your vaping experience. If you find that your local shops' offerings don't include your favorites, tell them! You never know — they may easily be able to source it for you and offer it in their store.
